The AADMER Work Programme M&E Web-based System is a repository of information that will provide a systematic process for the collection, analysis and reporting of monitoring data in order to track progress in the mobilisation of resources, completion of activities to deliver priority outputs and provide evidence in the achievement of intended outcomes and impact of the AADMER Work Programme.

The system is formulated to ease the conduct of the monitoring processes and to provide real time monitoring data that informs and guides the AADMER Work Programme implementation. The web-based system aims to achieve the following broad functions:

  1. Facilitate efficiency, greater connectivity, and ease of sharing and updating of monitoring data and information.
  2. Allow for the systematic generation and collection of reliable data, and its subsequent use and analysis to foster a culture of continuous improvement.
  3. Encourage data-driven planning and evidence-based decision making.
  4. Allow lessons learnt to inform further programme development.
  5. Enhance transparency in reporting.
  6. Strengthen interlinkages between the ACDM and its Working Groups, the ASEAN Secretariat, and the AHA Centre.

Web-based System is a public platform that provides relevant information for ASEAN multi-stakeholders working on disaster management including, Dialogue Partners, Sectoral Dialogue Partners, Development Partners, AADMER Partnership Group, and ACDM Partners. The public can view curated information about the progress of the implementation of the AADMER Work Programme 2021-2025.

Public users and registered users can use this platform to search for data or information related to the implementation of the AWP 2021-2025. Registered users from the National Disaster Management Organisation (NDMOs) of ASEAN Member States, the ASEAN Secretariat, and the AHA Centre have the privilege to access the Internal Dashboard and Internal Tracking features of the AWP M&E System for assisting them in implementing the AWP 2021-2025.

Information on the public view pages of the M&E System can also be utilised by particular civil society organizations, private sector, science and technology, academic institution, or media entities who have relevant activities on disaster management, in accordance with the Terms and Conditions.

At this point of time, only pre-determined and registered users from the NDMOs of ASEAN Member States, ASEAN Secretariat, and the AHA Centre received the necessary credentials to access the “Internal Dashboard” and “Internal Tracking” of the M&E System. Implementation Monitoring is the first component of the AADMER Work Programme M&E Web-based System. It is concerned with the operational tracking of the actual implementation of the agreed 117 Outputs under the 5 Priority Programmes. This level covers the mobilisation of inputs and resources, the conduct of activities, and the delivery of outputs.

Results Monitoring is the second component of the AADMER Work Programme M&E Web-based System. It provides evidence of the results achieved under the AADMER Work Programme by 2025. It will provide empirical monitoring data to demonstrate contribution of completed outputs to the achievement of intended 30 Outcomes (under 5 Priority Programmes and 36 KPI), as well as long-term impacts (under 7 KPI) that would contribute to the AADMER’s objectives. It will assist in clearly articulating progress made, and provide guidance on collecting and documenting the work programme’s successes.

Both of the main components serve different purposes. The purpose of Implementation Monitoring in the web-based platform is to effectively track whether resources are mobilised and ensure that target outputs set by the ACDM Working Group are completed in a timely and effective manner. Meanwhile, the purpose of Results Monitoring in the platform is to comprise the longer-term objectives) referred to as “impact”), the outcomes and outputs that contribute to the attainment of these desired outcomes and longer-term objectives. It captures the essential elements of the logical and expected cause-effect relationships among inputs, outputs and outcomes, as well as impact.

The Implementation Monitoring Dashboard shows the status of the output and activities/projects in the current year, whether they are “not started”, “under preparation”, “ongoing”, “implemented”, “review for completion”, or “completed”.

The term “Progressing Output” refers to all outputs whereby its corresponding activities/projects are currently in the status of “under preparation”, “ongoing”, “implemented”, or “review for completion”. The term “Output completed” reflects all outputs that already passed the review and its corresponding products/goods/services are accepted by ASEAN Secretariat and ASEAN Member States representing an ACDM Working Group, hence being marked as “completed” in the M&E System Internal Tracking feature.

The percentage value in the Implementation Monitoring dashboard is being updated monthly, based on the percentage of the progress or completion activities/projects and outputs per Priority programme, with the total Outputs per year as a denominator. Below is an example for the “Completed output”.

Only personnel of the ASEAN Secretariat-Disaster Management and Humanitarian Assistance Division and the AHA Centre can input data and information that tracks the implementation of the AADMER Work Programme 2021-2025. The original source of data and information may come from various disaster management stakeholders of ASEAN, including, but limited to Dialogue Partners, Sectoral Dialogue Partners, Development Partners, United Nations Agencies, AADMER Partnership Group members, NGOs, and other ACDM Partners.

The AWP M&E Web-based System also contains data sourced from third-party websites such as from the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) platforms (e.g. ASEAN Disaster Information Network (ADINet), ASEAN Statistics Data Portal, and The Emergency Events Database (EM-DAT).

Baseline is pegged at year 2020. Annual targets at the output level are set in the first quarter of every year starting 2021 until 2025. Relevant data and information will be collected, compiled and inputted in the web-based system annually to systematically track and monitoring progress towards targets and desired outcomes. The AWP M&E Web-based System will provide information updates with the following frequencies:

  1. Percentage value related to the implementation of Priority Programme → Automatically updated in the system every 30 minutes, once an input is made by registered users (i.e. ASEAN Member States-NDMOs, ASEAN Secretariat-DMHA, and the AHA Centre) in the ACDM Internal Tracking feature of the M&E System.
  2. Information related to the completion of Output Level → At minimum quarterly in a year, under the purview of the Disaster Management & Humanitarian Assistance (DMHA), ASEAN Secretariat.
  3. Information related to the Outcome and Impact Level → Tentatively planned in the mid-term and end-term of AWP 2021-2025.

Any data and information submitted in the AWP Web-based M&E System already going through the verification and validation process by the ASEAN Secretariat to ensure the accuracy of the data inputs. A representative of relevant ASEAN Member States’ NDMOs is providing final approval regarding completion of activities/projects/outputs. Detailed information related to the data accuracy is subject to the current Disclaimers and Terms and Condition.

The ACDM will conduct a mid-term review on the AADMER Work Programme 2021-2025 in 2023. The mid-term review will track the progress of the work programme at the mid-point of its implementation.

The review will also allow for adjustments in the outcomes, outputs, the M&E framework, and other relevant provisions of the work programme, taking into consideration the progress that ACDM has made as well as the changing contexts at the regional level.
